Ava UI: Fixes "Hide Cursor on Idle" for Windows (#4266)
* Ava: Fixes "Hide Cursor on Idle" for Windows * Add check in MouseDriver and reduce the time of idling * Fix linux error * Change idle time everywhere for consistencies
