Simple GPU fixes (#1093)
* Implement RasterizeEnable

* Match viewport count to hardware

* Simplify ScissorTest tracking around Blits

* Disable RasterizerDiscard around Blits and track its state

* Read RasterizeEnable reg as bool and add doc
